This is very simple, all you have to do is open blogger, then you go to your blog->layout/Template->Edit HTML->Anywhere under head and /head, put this code in it.
link rel="SHORTCUT ICON" href="/some/location/favicon.ico"
Put the above code in brackets(<>) blogger wouldn't allow me to post it with the brackets.
link rel="Blogger Icon" href="Location%20of%20.ico"
Just replace Location of .ico with the icon that you uploaded to, and that's it.
Note : I don't know if this will work for the beta blogger, I only tried this for the new blogger.
